The challenge
This project was undertaken for a Unitary Authority charged with delivering Government requirements to meet new targets for reducing homelessness. In order to achieve this, the local authority requires the active commitment of a large number of partners.
Historically partners did not value the local authority performance and the council was seen as playing the role of gatekeeper. The Homelessness strategy requires a fundamental shift in culture in order to deliver a more person centred approach to preventing homelessness.
The objectives were:
- To undertake a 'health-check' to assess baseline position
- To identify areas of skills/culture gaps
- To create a platform from which a new approach of partnership working might be achieved
The solution
The Consultancy Company undertook a desktop analysis of existing and proposed procedures connected to the homelessness strategy, followed by a series of 1:1 discussions with each stakeholder organisation.
The project was handled in stages:
- Stages 1 and 2 - desktop study and facilitated discussions with partners (the Health Check)
- Stage 3 - design of 2 day culture change programme focusing on:
- Communication
- Leadership
- Coping with and managing change
- Action Planning
- Stage 4 - delivery of programme
